Position Summary:

The Director of Institutional Effectiveness is responsible for a) developing and maintaining Quality Assurance systems, b) ensuring university compliance with required external reporting obligations as well as reporting institutional administrative data to external agencies, c) providing guidance and support for all accreditation-related efforts, both for ongoing institutional accreditation and for academic programs, and d) serving as the key liaison with appropriate government entities, external agencies, and strategic partner institutions for all issues related to accreditation and Quality Assurance. This position works closely with the Academic Vice-President, with department chairs of academic programs that are actively preparing accreditation related work, and with the Director for Institutional Research.

Duties and Responsibilities:

QUALITY ASSURANCE
1. Oversee required university-level reporting to external agencies
Satisfactory performance is achieved when:
a. Required reports to external agencies are accurate and completed on-time
b. Reporting mechanisms (e.g. database reports, scripts) are systematized and clearly documented
c. An accurate record of submissions is maintained
d. Underlying data for required reports is adequately maintained and archived

2. Maintain the LCC Internal Quality Assurance processes, with particular attention to program review and monitoring
Satisfactory performance is achieved when:
a. An annual calendar of program monitoring and review responsibilities and ad hoc initiatives is completed, and disseminated to all relevant stakeholders
b. The director completes assigned calendar tasks according to established deadlines and due dates

3. Ensure a comprehensive understanding of the European Standards and Guidelines for Quality Assurance in the European Higher Education Area.
Satisfactory performance is achieved when:
a. The director demonstrates a strong working knowledge of the European Standards document by reporting on explanations, results, and KPIs related to compliance with the directives of this document

4. Ensure that accreditation- and quality-assurance-related documents and recommendations are up-to-date and publicly accessible
Satisfactory performance is achieved when:
a. The required public disclosures stated in the “Public Information” section of LCC’s Internal System of Quality Assurance document are accurate and up-to-date

PROGRAM RECOGNITION / ACCREDITATION
1. Maintain a working knowledge of external accreditation requirements.
Satisfactory performance is achieved when:
a. The director maintains understanding of relevant accreditation standards and procedures
b. The director participates as needed in departmental/program meetings and working sessions within the university and in seminars, conferences, and events outside the university (e.g. at the Ministry of Education, at other universities) related to maintaining this knowledge

2. Develop, maintain, and document data and assessment systems that meet requirements of external accrediting bodies.
Satisfactory performance is achieved when:
a. Assessment systems are designed and documented to fully meet the requirements of external accreditation
b. Data collection and management processes are defined, documented, and clearly understood by stakeholders (e.g. dept chairs, teaching faculty, students, etc.)
c. Whenever possible, standard data collection procedures are used to streamline efforts
d. Data is collected as required by assessment cycles, and is maintained in good order using appropriate campus systems and tools

3. Provide guidance and support to dept chairs and program faculty members working on accreditation.
Satisfactory performance is achieved when:
a. Stakeholders receive reports and analysis on accreditation-related data and recommendations as needed by programs, sufficient to address accreditation standards and self-study requirements
b. The director contributes accurate and carefully reported information in self-study and other accreditation-related reports.

INSTITUTIONAL REPRESENTATION AND GOVERNMENT LIAISON
1. Act as the institutional liaison to the Ministry of Education and other appropriate government bodies, external agencies, and strategic partner institutions in the service of program recognition and accreditation, as well as for general Quality Assurance purposes.
Satisfactory performance is achieved when:
a. The director participates as needed in meetings, seminars, conferences, and events outside the university (e.g. at the Ministry of Education, at other universities)
b. Written and oral communication ensures clear and consistent articulation of LCC’s mission and desired position(ing) with the external stakeholders

2. Ensures that internal stakeholders (e.g. Academic Vice-President, Cabinet Executive, Dept Chairs) are aware of external changes (e.g. in regulations) and projects relevant to matters of accreditation and quality assurance
Satisfactory performance is achieved when:
a. Campus stakeholders receive clear, timely, and appropriate communications regarding external news related to accreditation and quality assurance

STRATEGIC INITIATIVES
1. Contribute to the overall mission of LCC International University by assisting as able in broader university initiatives and operations
2. Provide leadership and support for new program development teams

Relationships:

REPORTS TO: Academic Vice-President
WORKS CLOSELY WITH: Department Chairs, Director of Institutional Research, Cabinet Executive, Academic Administrative Assistant
LINKS WITH: Ministry of Education, institutions of higher education within Europe and North America (for accreditation and Quality Assurance purposes)

Job Requirements:

QUALIFICATIONS:
Education: Master’s Degree required; preference for studies in social science, assessment/evaluation, and/or education
Experience: three years of work experience in higher education required; experience in academic administration preferred
Skills:
i. Strong communication skills (oral and written) in English and Lithuanian
ii. Strong skills in systems design and thinking
iii. Ability to effectively manage multiple tasks and priorities simultaneously
iv. Abitility to work independently
Other:
v. Ability to work cooperatively with various groups both internally and externally
vi. Willingness to travel for meetings and conferences
vii. Commitment to personal professional growth in appropriate fields
